The Nebraska Liquor Control Commission (NLCC) will reject your Special Designated Liquor License (SDL) application if it is not submitted to the NLCC at least 10 working days prior to your event. Ten working days does not include the date of your event, holidays, or weekends. You need to have local approval from Douglas County before you can submit your application on-line to NLCC.

The NLCC has a calendar on its website that illustrates when the NLCC would need to receive an SDL application for specific dates. However, in order to meet the 10 working day deadline, you will also need to be mindful of when the Douglas County Board is scheduled to meet.

If you are applying for a Special Designated Liquor License (SDL), please begin by visiting the Nebraska Liquor Control Commission (NLCC) SDL web page for registration information and links to forms.

If you have any questions regarding the information on the NLCC’s website, you can contact the NLCC by calling either (402) 471-2821 or (402) 471-2896, or through this link.

You will need to submit a Special Designated License Local Recommendation Form #200 to the Douglas County Clerk’s office before your event. The Douglas County Clerk will then place it on the Douglas County Board’s agenda for recommendation of approval.

Once your SDL application has received local approval from Douglas County:

  • The Douglas County Clerk’s office will send your Local Recommendation Form #200 back to you.
  • You will then need to submit the Local Recommendation Form #200 with your SDL application to the NLCC.
  • Again, your SDL application needs to be submitted to the NLCC at least 10 working days prior to your event. A 10-day SDL Calendar is available on the NLCC’s website.

Once the NLCC has approved your SDL application:

  • The NLCC will mail your SDL to the Douglas County Clerk’s office.
  • After the Douglas County Clerk’s office receives your SDL, we will contact you.

If you have any questions regarding Douglas County’s involvement with the SDL process, please call (402) 444-6764.

NOTE: Douglas County does not recommend approval for SDL applications for events taking place in the city/village limits of Omaha, Ralston, Waterloo, Valley, or Bennington. If your event is taking place in the city/village limits of one of those cities or villages, you will need to get recommendation for approval from that city or village. You can visit the Douglas County's Geographic Information System website to check.
