Maintaining real and personal property records for Douglas County

Due to its size, Douglas County has a Tax Control Division within its Records Division. This division was created as a check and balance to ensure the accuracy of the tax rolls.

In September 2007, there were 209 political subdivisions resulting in 503 taxing districts. The annual budgets of the various political subdivisions (i.e. the schools, the fire districts, the Sanitary and Improvement Districts, the cities, etc.) are required to be submitted to the Douglas County Clerk/Comptroller’s Office by September 20th. The Douglas County Assessor is required to certify to the Clerk/Comptroller the total valuation of all real and personal property within Douglas County. Once this information is received the Clerk/Comptroller then calculates the amount of tax dollars needed by each political subdivision to arrive at the levies required to meet their approved budgets. The Board of Commissioners as the Board of Equalization certifies the tax levies for allpolitical subdivisions within Douglas County (by October 15th) and that information is forwarded to the State Auditor's office and the State Property Tax Division.

The Clerk/Comptroller’s office annually coordinates and implements the County Board of Equalization which reviews taxpayers' property valuation protests. (For information please click on Board of Equalization).

In addition to the above duties, the Tax Control division also maintains real and personal property records and information on the various Sanitary and Improvement Districts in the County. Customers include the taxpayers of Douglas County, realtors, title and mortgage companies, and other county departments, primarily the Assessor, Treasurer and Register of Deeds.
