Maintaining real and personal property records for Douglas County
Due to its size, Douglas County's tax control functions are placed within the Records Division of the Douglas County Clerk/Comptroller's office, with four main functions:
- Ensure the accuracy of the tax rolls.
- Maintain real and personal property records.
- Maintain information on the county's Sanitary and Improvement Districts.
- Maintain the Board of Equalization records and oversee all clerical processes for the Board of Equalization.
Tax rolls
For 2009, there are 554 political subdivisions (216 of which are SID's) and 510 taxing districts in Douglas County. Their tax levies are determined each year by the following process:
- The various political subdivisions (schools, fire districts, SIDs, cities, etc.) submit their budgets to the Clerk/Comptroller’s Office by September 20.
- The Douglas County Assessor certifies to the Clerk/Comptroller the total valuation of all real and personal property within Douglas County.
- The Clerk/Comptroller then calculates the amount of tax dollars needed by each political subdivision to arrive at the levies they need to meet their approved budgets.
- The Board of Commissioners, acting as the Board of Equalization, certifies the tax levies for all political subdivisions within Douglas County by October 15.
- This information is forwarded to the State Auditor's office and the State Property Tax Division.
Board of Equalization
The Clerk/Comptroller’s office coordinates the clerical process for the County board of equalization reviews of taxpayers' property valuation protests.
